"Arm-twisting cross-pin throw": tori grabs both of uke's wrists, while his arms are crossed, pin is against uke's ellbow.
Tori keeps hold of uke's upward-pointing arm, the other is released immediately after the throwing movement begins. Response is with ushiro-ukemi, mae-ukemi or highfall.
